Rosberg Incident, What's the speed limit while under Safety car conditions?

I never knew there was a speed limit while under the safety car, just don't overtake anyone, what did Rosberg do to upset Brawn?|||To stop drivers from rushing back to the pits, the FIA has implemented a 'maximum speed' for a Safety Car period, which comes up as a lap 'delta' (or split time, + or -). If a driver is deemed to be going quicker than the allowed time, then he would be in trouble.





According to the report, the low fuel display came up as Nico was coming back to the pits, thus not allowing him to see how fast he was going compared to the lap delta. The stewards took note of this and deemed that he was taking the proper precautions in the yellow flag situation and then the SC period.
