Should the leading driver be allowed to slow the field down to a crawl after the safety car leaves?

If the conditions are so horrible that the safety car is needed for 18 laps, why is the lead driver (Hamilton) allowed to slow down the field to a crawl after the safety car leaves. He sped up, slowed down to a crawl, speed up again, slow down again, etc. Hamilton created unsafe conditions and caused the crash between Webber and Vettel. Should the lead driver have to at least maintain a safe speed? If not, why couldn't the drivers have started from the grid?|||Yes, it's called strategy.|||They do that to keep their brakes and tires hot. As long as they don't crash into each other, it's all good.

Wood, vettel crashed because he was distracted, he was looking around and by the time he looked in front of him, he was up webbo's ***. Vettel is a knob.|||Jt is right, the leading driver does that to try and catch the driver's behind out and gain an advantage!!!

Vettel crashed because he wasn't quick enough on the brake pedal.

%26amp; the last question answer is that there is only one start to a F1 race not two|||Gatorade is spot on on this one. it is a perfectly legal thing to do, always has been. Lewis was certainly not the cause of Vettel tail ending Mark. if you had watched previous races under safety car conditions you would have seen that.|||lewis did cause the crash between vettel and mark. because if you had listened vettel said lewis was slowin down, i look at him instead of mark infront of me !!!
