it|||If you purchased the seat brand new, you need to read the manual.
If you purchased the seat used, I wouldn't use it unless you trust the person who sold it to you with your child's life. If you don't, you don't know if the seat has ever been crashed, if the straps have been submerged, or if all the parts are even there.
